30 Indian Civil Servant Coaches to Support Capacity Development for Afghan Public Service
26.01.2007 The Government of Afghanistan, the Government of India and the United Nations Development Programme have agreed to cooperate for facilitating capacity development within the public administration in Afghanistan . On Tuesday, January 23, 2007, in the presence of the Indian Foreign Minister Pranab Mukherjee and his Afghan counterpart, Dr. Rangeen Dadfar Spanta and Ameerah Haq, UN Deputy Special Representative of the Secretary General and UNDP Resident Representative, a Memorandum of Understanding (MoU) was signed by Dr. Ahmad Mushahed, Chairperson of Afghanistan’s Independent Administrative Reform and Civil Service Commission (IARCSC), H.E. Rakesh Sood, Ambassador of India to Afghanistan , and Ms. Anita Nirody , Country Director, UNDP-Afghanistan. The support would include provision of about 30 qualified Indian civil servants to work as coaches and advisors in different government line agencies.

It is recognized that limited capacity in the Afghan public service continues to be a fundamental challenge to the country’s development in spite of considerable capacity effort by the Government of Afghanistan ( GoA ) and donors alike. The Capacity for Afghan Public Service (CAP) project (recently launched by the Government of Afghanistan and UNDP) will respond to the critical need to strengthen the capacities of line ministries on a sustainable basis. CAP will support the implementation of policy and priority reforms outlined in the Interim-Afghanistan National Development Strategy (I-ANDS) and the Afghanistan Compact and put the Government of Afghanistan in the driver’s seat to manage its own capacity development assistance.



Under the leadership of IARCSC, CAP will provide coaching and advisory services to strengthen the core functions of the government (i.e, project management, human resources and financial management, procurement), and improve leadership and policy making skills of government officials. According to the signed MoU the Government of India will contribute 50% of the required resources, the rest of which will be covered by UNDP-Afghanistan. For their respective services to the Government of Afghanistan, each of the Indian coaches will be monthly paid US$ 4000 plus US$ 2000 per month for living allowances and health insurance. The coaches will also receive the cost of air travel from India to Kabul , for taking up the assignment, and vice versa on the completion of their assignments.



The IARCSC with support from UNDP and the concerned government agencies will carry out the recruitment process of the Indian coaches. Each coach will be liable to perform his/her respective services with the highest standards of professional and ethical competence and integrity. The duty station of the Indian coaches will be Kabul and they will work in accordance with the work law of Afghanistan .



Coaching and Advisory services are an integral component of UNDP’s CAP project. Unlike traditional classroom training, coaching is an “on-the-job” learning process in which a coach/advisor accompanies a counterpart in regular work activities and helps the recipient better understand and address the matters at hand. Coaches will work on a one-to-one basis with counterparts to develop sustainable capacity in Afghan staff and their work units. They will help build up systems, work processes and manuals in various areas and assist staff to understand and use these new processes, systems and manuals. They support staff development by offering related on-the-job coaching to supplement training and to directly apply new skills to the workplace. Coaching is particularly useful for jobs that require dealing with a wide variety of situations which have high levels of ambiguity – factors which are typical of public management.
