apan decided Tuesday to extend emergency grant aid totaling 5 million dollars to the United Nations Development Program to assist Afghanistan's counternarcotics efforts. The money will be chiefly used to raise alternative crops for poppies, from which opium is made. Opium made in Afghanistan accounts for 87 percent of the world's total production. It is smuggled into other central Asian nations and Europe.
